We are only alowed to prepare the plot, not build on it. We needed the drawings for the Office building to get the permit to start building. Norconsult is working on it now.

New information: We are allowed to build the foundations for the containers and put cables in the ground with the permit we have now.
We can not install the office building and the containers, Norconsult is working on the permit for this.
